Short answer

A flash-cure lamp is a small, low-power lamp for curing one nail or a few at a time. Kiara Sky's corded Beyond Pro Flash Cure lamp, for example, lists 4 W, 400 nm, two LEDs and 66 x 58 x 47 mm, and Kiara Sky designed it for its own Gelly Tips system. It does not replace a full-hand lamp for a whole set.

Can a flash-cure lamp replace a full-size nail lamp?

Not as a rule. Flash-cure lamps are small and low-power: Kiara Sky lists its corded one at 4 W with two LEDs and designed it for its Gelly Tips system. Whether any lamp fully cures a product is the gel maker's call.[1][4]
